  7. Prepare 30 ounces canned beef broth
  8. Make ready 1 teaspoon granulated Garlic powder

  10. Prepare 1 cup gram flour / chickpea flour
  11. Prepare 1 stick butter
  12. Take 1/4 cup extra Virgin olive oil
  13. Take –Topping——–
  14. Make ready 1/2 teaspoon ground white pepper
  15. Get 2 tablespoons chopped parsley flakes

Steps to make Beef and Carrot Casserole:
  1. Preheat oven 400 degrees Fahrenheit
  2. Add carrots, broth, onions, spices, and beef to a pot. Boil for 30 minutes. Taste and adjust spices to your liking!
  3. Melt the butter and add flour and make a Roux make it a loose roux. Stir till smooth
  4. Spread the casserole into a 9x13 baking pan.
  5. Add roux in and mix thoroughly
  6. Add parsley and pepper on top bake for 40-45 minutes.
